Rudra (Sanjay Dutt) is a tough and charismatic Deputy Commissioner of police of a small town called Amalapur in Hyderabad. His mission statement is to, clean up the city of the scum of the earth and make sure that the public live in peace undisturbed.
Seeing his macho looks, brave heart and honest nature, Sehar (Prachi Desai) an unconventional beauty falls in love with him.
But off the record, Rudra adapts a new policy of adjusting with the local goons so that he can serve the people in an effective way.
Nagori Subramaniyam (Prakash Raj), is an underworld don (Kingmaker) who has the total control of Southern states, both in politics as well as Rowdyism. He bribes Rudra so that he will not disturb his business. Rudra also accepts it on the condition that he makes a few changes in his regime to maintain Law and Order. This results in a lower crime rate in the city.
When Sehar finds out about him accepting money from the don, she is upset. Rudra reveals to her about how he was unjustly affected in the past, which has led to the way he lives today, taking bribes from the wrong people, but accounting and remitting the money to the government or helping the poor in return.
Soon Rudra rubs Nagori the wrong way on issues regarding the public’s welfare, which sparks of a direct clash between them and they both end up challenging to get rid of the other.
How Rudra systematically targets the kingmaker’s illegal activities and brings about his downfall, leading to a bloody climax battle is the main plot of this story.
